Recently I turned on the Blogger feature “Links to this post.” You can see it at the bottom, right next to comments.
It would be a whole lot more useful, though, if I could somehow be notified every time something pops up there. Any thoughts?

But I have seen blog software that can publish an RSS feed for posts, for all comments, or for comments on each thread… so why not an RSS feed for all “Links to the post” ?

Unfortunately, Dan, the Blogger platform is not user-friendly to other blogs, e.g. trackbacks. That was one of many reasons I shifted to WordPress in October.
